DRL welcomes applications from United States-based and foreign-based non-profit organizations, non-governmental organizations (NGOs) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRLмs preference is to work with non-profit entities; however, there may be occasions when a for-profit entity is best suited. For-profit entities should be aware that their applications may be subject to additional review following the panel selection process, and that the Department of State generally prohibits profit under its assistance awards to for-profit or commercial organizations. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures. Project income earned by the recipient must be deducted from the total project allowable cost in determining the net allowable costs on which the federal share of costs is based.

Grant Description
The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for programs that will increase nonviolent civic engagement in the lead-up to the planned November 2016 elections in the Democratic Republic of Congo (DRC). DRLмs goal is to increase citizen participation, especially of youth and women, in the lead-up to the planned November 2016 elections, through targeted support to Congolese civil society organizations (CSOs), including church organizations. DRL seeks proposals for activities that may include, but are not limited to: 1) subgrants to and partnerships with key CSOs that have access to audiences in the Kivus, the Kasais, and the former Katanga province; 2) creating new or strengthening existing networks of like-minded CSOs to improve their communication and coordination around elections, including election observation, ideally at a national level; 3) innovative approaches to educating vulnerable populations about their rights as voters, and; 4) training on effective advocacy methods for improved outreach to the Congolese government (national and provincial).
