Eligibility Categories
Organizations submitting proposals should meet the following criteria: • Be a non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3). Applicants must submit proof of non-profit status, or proof that they are seeking non-profit status, in the application at the time of submission. • Have demonstrated experience administering successful projects, preferably in or regarding Iraq, other countries of the Middle East, or similarly challenging program environments. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis. • Have existing, or the capacity to develop, active partnerships with in-country organization(s). • Organizations may form consortia and submit a combined statement of interest. However, one organization should be designated as the lead applicant. DRL will not consider proposals that reflect any type of support, for any member, affiliate, or representative of a designated terrorist organization, whether or not elected members of government.

Grant Description
SUMMARY In July 2007 the Bureau of Democracy, Human Rights and Labor (DRL) submitted to Congress the United States Strategy for Democracy and Governance in Iraq, 2007-2010. To address the critical challenges outlined in the strategy, DRL announces a Request for Proposals (RFP) for a grant award from the U.S. Department of State’s Fiscal Year 2008 Democracy Fund from organizations interested in supporting the advancement of democracy in Iraq, including programs that address democracy, rule of law, and governance programs, in accordance with the goals and strategic objectives of the strategy. Projects should directly support the overall goal of the strategy: Iraqi citizens, civil society and democratic institutions work cooperatively to reduce violence and build a sustainable, accountable and responsive system of governance. Organizations should have a demonstrated capacity to work in conflict and post-conflict environments, preferably in Iraq, on democracy-related issues.
