Eligibility Categories
All types of applicants are eligible to apply, except Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. Synergistic collaborations with researchers in Federal Laboratories and Federally Funded Research and Development Centers (FFRDCs), including the DOE National Laboratories are permitted. ╢ DOE National Laboratories and other Federal agencies are not permitted to apply as the lead members of collaborative teams. ╢ DOE National Laboratories and other Federal agencies are permitted to apply as members of a collaborative team: To do so, they must be included as sub-awardees under the lead memberмs application. ╢ Such collaborations are limited to filling critical voids in expertise and can represent no more than 50 percent of the total budget. If an application from a collaboration containing subawardees is recommended for funding, DOE National Laboratories and other Federal agencies may be required to submit an invited proposal in the Office of Scienceмs PAMS website to receive either a Field Work Authorization or an Interagency Award. Applicants that are not domestic organizations should be advised that: ╢ Individual applicants are unlikely to possess the skills, abilities, and resources to successfully accomplish the objectives of this FOA. Individual applicants are encouraged to address this concern in their applications and to demonstrate how they will accomplish the objectives of this FOA. ╢ Non-domestic applicants are advised that successful applications from non-domestic applicants include a detailed demonstration of how the applicant possesses skills, resources, and abilities that do not exist among potential domestic applicants.

Grant Description
The Office of Biological and Environmental Research (BER) of the Office of Science (SC), U.S. Department of Energy (DOE) hereby announces its interest in receiving applications for research that supports the Genomic Science research program (http://genomicscience.energy.gov). In this Funding Opportunity Announcement (FOA), applications are solicited for: i.) systems biology studies on regulatory and metabolic networks of microbes, microbial consortia, and microbe-plant interactions involved in biogeochemical cycling of carbon, ii.) development and application of _omics approaches to investigate microbial community functional processes involved in carbon cycling in terrestrial ecosystems.
