Grant Description
The purpose of this funding announcement is to continue to build a sustainable national response to address the needs of orphans and vulnerable children (OVC) and their families and others highly affected by HIV or AIDS. The National Orphan and Vulnerable Children Program (PNOEV), the division within the Ministry of Women, Families and Social Affairs (MFFAS) responsible for implementing the national OVC program, has the official role of coordinating, developing guidelines, tracking results and assuring the quality of national support to children orphaned or made vulnerable because of HIV in Cote d’Ivoire. They also link with other divisions within the Ministry of Women, Families and Social Affairs (MFFAS) responsible for national programs on gender equity, gender-based violence and vocational training for women and girls that include leading national advocacy for laws and programs related to gender and HIV prevention. To better ensure broad political and public support for child protection, availability of social workers, resource mobilization and comprehensive need-based services for OVC and gender in HIV prevention in C™te d'Ivoire, MFFAS will continue to engage a wide range of partners and all stakeholders in providing services and leadership that respond to results of situation analyses, practical experience and other research. Specifically, this award will support MFFAS to: 1) Improve communication and referral systems; 2) Harmonize national tools for assessing well-being and vulnerability of OVC and their families, and processes for monitoring and evaluation services; 3) Establish minimum standards of care in core service areas; 4) Engage diverse actors to ensure multi-sectoral responses; 5) Coordinate all programs serving children orphaned or made vulnerable because of HIV or AIDS from national to district levels; and 6) Leverage the key role of restructured social center staff in strengthening vulnerable families and providing services to victims of violence to: a) conduct targeted HIV prevention education and parent-child communication enhancement activities through programs such as “Families Matter”; and b) increase referral to HIV counseling, judicial advocates and accompaniment for HIV testing and post-exposure prophylaxis for victims of sexual violence.
