The United Nations appointed WHO as the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends. WHO is known worldwide for its unique ability to work with countries around the world to: • provide leadership on matters critical to health and engage in partnerships where joint action is needed; • shape the research agenda and stimulate the generation, translation and dissemination of valuable knowledge; • set norms and standards and promote and monitor their implementation; • articulate ethical and evidence-based policy options; • provide technical support, catalyst change, and build sustainable institutional capacity; and • monitor the health situation and assess health trends. WHO is the only organization that has the ability to fulfill the requirements of this announcement because of its authority to work globally with countries on health related issues. WHO has the ability to provide Member States with country-level and regional support to build capacity for the identification, investigation and containment of a potential novel or pandemic strain of influenza; lead regional surveillance and laboratory capacity building efforts; develop and disseminate regional guidelines for surveillance and burden estimation; and they have extensive knowledge of regional and country readiness to explore the development of vaccine policies. All of these activities are required for the successful completion of the announcement’s requirements.

Grant Description

Purpose The purpose of the program is to assist the six Regional Offices of the World Health Organization (WHO), the lead health agency of the United Nations, in their implementation of a coordinated plan to assist national governments and regional authorities to: improve surveillance for influenza by enhancing capacity for laboratory and epidemiologic surveillance of seasonal and pandemic influenza; to assist the development of simple methods to determine burden of influenza disease in countries and regionally using surveillance data and other routinely collected information; to detect and respond to outbreaks of novel influenza viruses with pandemic potential, such as highly pathogenic avian influenza or swine viruses; and to assist countries to conduct activities that inform policies on introduction and increased use of influenza vaccines. WHO Regional Offices provide country-level and regional support for conducting activities that enhance the capacity of Member States within their regions. A principal intent of this announcement is to fund WHO Regional Offices to assist targeted Member States to build capacity for enhancing surveillance capacity for influenza leading to the routine identification, investigation and containment of novel influenza viruses and potential pandemic strains of influenza.
