In 1987, very early on in the fight against HIV-AIDS, the Republic of Mali created what was then called the PNLS (National Program for the Fight Against HIV-AIDS) to develop a vision, strategies, and policies in order to implement and coordinate all activities to combat HIV/AIDS in Mali. In 2004, the PNLS was transformed into the CSLS (Cellule Sectorial De Lutte Contre Le Sida). Each Ministry of the government developed a CSLS to focus on all HIV/AIDS activities for the sector in which they operated and for which they had responsibility. The CSLS of the Ministry of Health, being the largest, the most professionally staffed, the most visible, and the most active in the country has always served as de facto National HIV-AIDS Control program in Mali. CDC has had a collaborative working and professional relationship with the PNLS since 1996. With the restructuring of the PNLS into CSLS, CDC continued its relationship with the CSLS of the MOH.

Grant Description
The purpose of this funding opportunity announcement (FOA) is to assist the Government of Mali's National HIV-AIDS Control Program (CSLS-MOH) to develop the scientific data for decision making required for the PMTCT program, particularly as it relates to key populations (KP) such as professional sex workers, and female partners of men who have sex with men (MSM). The project also seeks to optimize the current EID (Early Infant Diagnosis) program, a component of the PMTCT program, to develop the appropriate laboratory linkages with the National Reference Laboratory in order to develop a patient focus approach. As such, the project seeks to serve as a pilot PMTCT program in a specific geographic area of Mali where synergies between existing HIV-AIDS Prevention and Care & Treatment programs can be optimized.
