This Funding Opportunity Announcement is single sourced to the Ministry of Home Affairs as the only Ministry whose department (The Zambia Prison Services) has the mandate to effectively and efficiently provide and maintain human custodial and correctional services. Through another department - the Zambia Police Service, the Ministry of Home Affairs also has a mandate to assist law enforcement officials identify offenders and assist in promoting successful prosecutions in court. A forensics lab at the under the auspices of this Ministry has been established to assist the law enforcement agencies as they conduct forensics investigations. The substantially under-developed prison health system continues to put the health of prisoners and prison staff at risk. Through this mechanism, the Ministry of Home Affairs will provide HIV/AIDS health services, free from all forms of discrimination, for all Zambian prisoners, Zambia Prison Service and the Zambia Police Service. The Ministry of Home Affairs is the only institution that has the systems and mechanisms to reach all prisons to efficiently deliver interventions for prisoners and correctional staff.

Grant Description

The purpose of this funding opportunity announcement (FOA) in Zambia is to implement strategies within Zambian prisons, for prisoners, prisons staff and police staff to increase HIV and TB case detection, and improve the delivery of quality comprehensive HIV and TB care offered to prisoners and prison and police staff and laboratory diagnosis and care offered to victims of sexual GBV and CSA. The purpose and objectives of each program area are listed below. The objectives are: ╔ To reduce the number of new HIV infections among prison inmates and staff by 90% by 2020 ╔ To increase coverage of PEP and psychosocial services for sexual GBV and CSA victims from 49% to 95 % by 2020 ╔ To increase the number of legal cases of sexual GBV and CSA supported by forensic evidence to facilitate timely prosecution, from less than 5% to at least 95% ╔ To reduce number of new TB infections among prison inmates and staff by 90% at 2020
