UNICEF is mandated by the United Nations (UN) General Assembly to advocate for the protection of children's rights, to help meet their basic needs, and to expand their opportunities to reach their full potential. As a part of this mission, UNICEF works with countries (Ministries of Health- MOH) to address health problems affecting children and their families. UNICEF has the international infrastructure, capacity, and an established reputation with governments and Ministries of Health in more than 100 countries to carry out its mission to protect the health of children. Currently, one of the most serious threats to the health and well-being of children is HIV/AIDS. In consonance with this mandate, UNICEF has worked for more than two decades in galvanizing global commitment, action, and resources to mount a comprehensive response to HIV among children. UNICEF's HIV/AIDS Programme vision and direction for action 2014-2017 calls for achieving an AIDS-free generation through the `three-zeros' -zero new infections, zero deaths and zero discrimination. Similarly, PEPFAR has specific goals to prevention pediatric HIV infections, scale up national HIV/AIDS programs for the prevention of mother-child HIV transmission (PMTCT), and support HIV care and treatment (C&T) to orphans and vulnerable children to deliver an AIDS-free generation.

Grant Description
The purpose of this CDC headquarter managed funding opportunity announcement (FOA) is to contribute to achieving an AIDS free generation through increased improvements in maternal and child health outcomes. This FOA establishes technical assistance opportunities at both the country and central level to support increased coverage and impact of HIV prevention, treatment and care programs, and strengthened public health systems capacity and country ownership in priority countries. Specific program objectives include: ╔ Increased implementation of best practices for PMTCT, pediatric care and treatment, and OVC care and support across PEPFAR country programs ╔ Increased monitoring and evaluation capacity of country specific PMTCT, pediatric care and treatment, and OVC care and support across PEPFAR country programs ╔ Increased capacity of country Ministry of Health or other indigenous, non-governmental organizations and local communities organizations to respond to national HIV epidemics
