Grant Description
The purpose of this funding opportunity announcement (FOA) is to increase population access to comprehensive HIV/AIDS services in order to decrease HIV/AIDS-associated morbidity and mortality and contribute to the successful control of the HIV/AIDS epidemic in the Democratic Republic of Congo (DRC), particularly in the two provinces where CDC provides support: Kinshasa and Katanga. DRC is a vast country with 2.3 million square kilometers and 70 million inhabitants; it has a generalized HIV epidemic with an HIV prevalence of 1.1%. Access to HIV services remains limited. This FOA proposes to build on the previous five yearsу work in supporting the Ministry of Health (MOH) in the Kinshasa and Katanga provinces to expand access to quality HIV-related services. Activities include continued expansion of existing prevention interventions, including prevention of mother to child transmission of HIV (PMTCT)/B+ and HIV prevention among key populations; HIV care and treatment, including TB/HIV and sexual and gender-based violence (SGBV) services; HIV laboratory and related diagnostic services; and comprehensive monitoring and evaluation (M&E) and quality improvement activities. Activities will also involve improvement of family-centered and community-based HIV services, as well as the implementation of user-friendly services to increase access to HIV prevention, care and treatment in the Kinshasa and Katanga provinces. This FOA will contribute in closing the gap for Ministry of Health (MOH) HIV/AIDS key priorities by increasing coverage of services in PMTCT/B+, care and support, treatment, and TB/HIV and prevention among key populations. Other outcomes include increased coverage of laboratory monitoring and improved data use for decision making and policy development. The program activities will result in reducing HIV/AIDS mortality and morbidity and decreasing the transmission of HIV in DRC.
