Eligible Applicants Assistance will only be provided to the Chinese Center for Disease Control (China CDC). No other applications are solicited. China CDC is the most appropriate and qualified agency to conduct the activities specified under this cooperative agreement for the following reasons: 1. China CDC is the only organization in China that possesses the requisite public health, scientific and technical expertise and the infrastructure capacity, and who has the primary responsibility within the Chinese government to address public health issues. These combined attributes make it uniquely qualified as the only organization in China capable of effectively conducting the activities proposed for this umbrella cooperative agreement. 2. China CDC is uniquely positioned п in terms of governmental authority, mandate and ability п to oversee and safeguard public health, and to collect and analyze information and disseminate reports related to multiple health issues. It has the ability to utilize existing public health networks and other partners to assure the accomplishment of public health goals as required in this cooperative agreement. 3. China CDC has in place the central, provincial and district-based structures required to immediately engage in the activities listed in this announcement. 4. China CDC is the key governmental agency that will enable U.S. CDC to execute its approved global health strategy. Specifically, U.S. CDC working through its strong partnerships with China CDC, will assure the implementation and evaluation of public health programs that will result in the prevention and control of diseases both communicable and non-communicable in China. 5. Over the past 10 years with two consecutive influenza cooperative agreements as well as one emerging infectious disease agreement and two HIV/AIDS agreements, China CDC has strengthened field epidemiology training programs, influenza surveillance and control programs, emerging infections programs, TB surveillance programs, HIV/AIDS prevention, care, training and surveillance programs, and has scaled up successful pilot projects. China CDC has achieved goals and accomplished objectives that have lead to improving the heath and quality of life of Chinese citizens. Furthermore, China CDC has shared advances in research and lessons learned in the public health practice with U.S. CDC and the rest of the world

Grant Description
The program has four broad goals: (1) implementation of proven disease prevention and control interventions; (2) application of proven public health tools; (3) identification of potential global initiatives for disease control; and (4) public health training and capacity building. The purpose of the program is to A. To conduct on a national level, public health surveillance and epidemiological assessments on issues affecting disease, premature death, and quality of life; develop high quality laboratory systems and diagnostic capacity; and implement evidence-based public health programs on the following: infectious diseases with an emphasis on HIV/AIDS (not limited to blood safety, injection safety, infection control, and medical waste management), malaria, emerging and re-emerging infectious, neglected tropical diseases, tuberculosis, influenza and other diseases with pandemic potential as well as environmental health issues, chronic diseases, maternal and child health, reproductive health, public health preparedness, bio-safety, and injury control and prevention. B. To provide training opportunities for public health professions, including laboratory personnel, China CDC staff, university and graduate level select students and other program implementers in health assessment and epidemiology, evidence-based program planning, program implementation, program evaluation, data collection and analysis as well as personnel, financial and administrative management. C. To strengthen the China CDC capability to plan, implement and evaluate evidence-based public health programs, conduct public health surveillance, carry-out epidemiological analysis that support national and regional disease prevention and control efforts. D. To incorporate the results of program evaluations into operational disease prevention and control programs, insure the sharing of expertise and lessons learned nationally, regionally and internationally, and use the results to develop science-based health policies and guidelines.
