The Uganda Virus Research Institute (UVRI) houses the HIV Reference and Quality Assurance Laboratory (HRL). The Ministry of Health (MOH) has designated the HRL at UVRI to be the National HIV Reference and Quality Assurance Laboratory in Uganda and to be the sole provider of HIV-related, quality assurance (QA) for the country, no other laboratory in the country has the mandate to perform this activity. The Institute prepares and distributes proficiency testing (PT) panels to over one thousand laboratories and programs, in both the public and private sectors, that offer HIV testing; has established and manages a national external quality assurance scheme (NEQAS) for CD4+ T-cell counting in collaboration with the Central Public Health Laboratory; houses the National HIVDR Coordination Centre that conducts surveillance for HIVDR and includes a WHO-certified laboratory for HIVDR determination that provides QA for other laboratories conducting HIVDR testing and, provides QA and HIVDR testing for the national HIV Early Infant Diagnosis program. As the unique provider of quality assurance for HIV-related laboratory testing in the country, UVRI is in the perfect position to broaden its quality assurance activities into other HIV-related HIV testing, to offer training through its relationship with Makerere University and to collect HIV surveillance data through the strengthening of its IT capacity.
