Eligible applicants that can apply for this funding opportunity are States that meet the eligibility requirements listed below. •State governments or their Bona Fide Agents •U.S. territories (this includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, the Republic of Palau, Midway Island, Wake Island, Kingman Reef, and Johnston Island) •Federally recognized or state-recognized American Indian/Alaska Native tribal governments A Bona Fide Agent is an agency/organization identified by the state as eligible to submit an application under the state eligibility in lieu of a state application. If applying as a Bona Fide agent of a state government, a letter from the state government as documentation of the status is required. Place this documentation behind the first page of the application form. To be eligible for an award under this program, an applicant shall demonstrate that it has enacted a State statute, or has amended an existing State statute, that meets the requirements specified in title XIV – Pool and Spa Safety Bill (15 U.S. C. 8001), Sections 1405 and 1406 of the Virginia Graeme Baker Pool and Spa Safety Act. The Act can be accessed at www.poolsafety.gov/pssa.pdf. •States must have received a letter of advice from the U.S. Consumer Product Safety Commission’s Office of the General Counsel to verify that the applicable state statute meets CPSC’s technical guidance. A copy of the applicable state statute and the CPSC letter of advice should be included as an appendix to verify state eligibility.

Grant Description
The purpose of the program is to reduce the number of injuries and deaths associated with pools and spas. This program addresses the "Healthy People 2010" focus area of Injury and Violence Prevention. This program also implements Sections 1405 and 1406 of the Virginia Graeme Baker Pool and Spa Safety Act (VGB Act) P.L. 110-140, Title XIV.
