Eligibility Categories
USAID Mission in Georgia invites the organizations, whose concept papers were selected by the Mission, to submit full applications. The following are the eligibility criteria used under this APS: Eligible Georgian organizations (such as NGOs, advocacy groups, for-profit businesses, trade and professional organizations, independent national institutions, research and public policy institutes, think tanks, and universities) that must, - Be organized under the laws of Georgia; - Have their principal place of business in Georgia; - Be majority owned by individuals who are citizens or lawful permanent residents of Georgia or be managed by a governing body, the majority of whom are citizens or lawful permanent residents Georgia; - Not be controlled by foreign entity or by an individual or individuals who are not citizens or permanent residents of Georgia; - Be at least for one year registered in the Georgian NGO registry; - Have an annual budget of no less than $25,000 in the past two years (2012 and 2013); and - Have at least three years of working experience in a related field. The term рcontrolled byс means a majority ownership or beneficiary interest as defined above, or the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organizationуs managers or a majority of the organizationуs governing body by any means, e.g., ownership, contract, or operation of law. рForeign entityс means an organization that fails to meet any part of the рlocal organizationс definition. Government controlled and government owned organizations in which the recipient government owns a majority interest or in which the majority of a governing body are government employees, are included in the above definition of local organization. ╔Partnerships of eligible Georgian organizations. Regional organizations and applications with a regional scope (outside Tbilisi) are encouraged. If applicable, lead applicants are encouraged to include institutional capacity building plans for partner organizations. ╔Partnerships led by eligible Georgian organizations and including qualified U.S. and non-U.S. private non-profit organizations, with lead Georgian organizations managing a minimum of 51 % of the proposed level of effort.

Grant Description
The United States Government, represented by the United States Agency for International Development (USAID) Mission in Georgia, requests applications for financial assistance for innovative solutions to advance youth development in Georgia from eligible Georgian organizations, partnerships of Georgian organizations, and partnerships led by Georgian organizations. Innovative solutions can include new technologies and new service delivery practices or novel or more cost‐effective variations on existing practices.
