There is not an application process for the Antelope Creek, Tehama Wildlife Area, Crossing Repair Implementation project. This is a notice of intent to award Questa Engineering Corporation a grant up to $800,000 under justification 505 DM 2.14 (B2). The Central Valley Project Improvement Act (CVPIA; Title 34 of Public Law 102-575, Section 3406(b)(1)) authorizes and directs the Secretary of the DOI, in consultation with other State and Federal agencies, Indian tribes, and affected interests, to develop and implement a program which makes all reasonable efforts to at least double natural production of anadromous fish in Central Valley rivers and streams. Questa Engineering is currently under agreement and has analyzed the fish passage problem, designed the remediation, conducted the environmental review, obtained permits, and completed the bid package for implementation of this project. The project to be funded is implementation of the design. Questa Engineering is intimately familiar with the design and environmental regulations incorporated; therefore Questa Engineering will provide project continuity to successfully implement the design within the timeframe given. This project is to correct a fish passage issue related to a road crossing on Antelope Creek, tributary to the Sacramento River near Red Bluff, CA. The road crossing is located within the Tehama Wildlife Area administered by the California Department of Fish and Game.

Grant Description
Funding is available through the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program (AFRP) to put contract out for bid; award contract; oversee the contract to ensure that all Fed and State laws are met, all environmental protections are in place as dictated in permits and environmental documents, and project is built as designed; coordinate with CDFG engineers and Wildlife Area manager; close-out contract with contractor. No substantial involvement on the part of the Service is anticipated for the successful completion of the objective to be funded. It is anticipated the Service’s involvement will consist of standard Federal stewardship responsibilities, such as monitoring project performance, technical assistance at the request of the recipient, etc.
