Grant Description

This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service’s intention to fund the project activities without full and open competition in accordance with Department of the Interior Policy, Departmental Manual 505DM. Notice of Intent to Award: Unique Qualifications--The agreement covers stewardship of Lewis and Clark National Historical Park and partner lands on the Clatsop Plains. 16 U.S.C. ¤ 1j authorizes NPS to enter into cooperative agreements that benefit resources inside and outside units of the NPS. To provide benefits to both parties, a cooperative agreement executed under this authority should include cooperator lands adjacent or near to NPS lands. NCLC is the largest private conservation land owner on the Plains. Their lands are the closest private conservation lands to NPS lands. NCLC is also the only organization that provides a wide range of conservation services, including planning an habitat enhancement, to other public lands adjacent to NPS lands. These adjacent public lands include lands owned by Oregon State Parks and the Oregon Department of the Military. These state lands are directly adjacent to NPS units on the Clatsop Plains. NCLC will provide approximately 46 percent of the project costs, or $30,000 of the $65,000 total. This includes $25,000 in matching funds and $5,000 in in-kind services
