Basis for justifying award without competition: 505 DM 2.14 Criteria (2) and (4). Diana Immel is uniquely qualified to provide the proposed services. Ms. Immel has extensive experience surveying for, propagating, and researching showy Indian clover. This work builds upon previous work with the species Ms. Immel has conducted at, and in coordination with, Point Reyes National Seashore. This study is the next logical step in determining the mechanisms that enhance the survival of populations Ms. Immel reintroduced in 2006. Immel is the only person prepared to perform the necessary work within the specified timeframe. The funding amount being requested is fair and reasonable based on standardize labor rates and the retail costs of equipment and supplies.

Grant Description
This agreement is being implemented in order to determine survival enhancement methods for showy Indian clover (Trifolium amoenum) through the study of grazing and fire as disturbance factors. The objective is to build upon the population reintroduction work begun in coordination with Point Reyes National Seashore (PRNS; Marin County, California) in 2006, by investigating the efficacy of various management options which may result in increased survival of reintroduced populations on PRNS lands.
