Grant Description
1. Single Source Justification Criteria: CFDA # ____ This is a Grant being awarded without competition on the basis that the grantee organization (Fish Passage Center(FPC) of the Pacific States Marine Fisheries Commission(PSMFC)) is uniquely qualified (Criterion #4 - Unique Qualifications) to do this work. Factors of unique qualification are (1) the grantee's staff capacity are distinctly familiar with the technical aspects of the Columbia River Comparative Survival Study and the associated aspects of delayed mortality; (2) the Fish Passage Center of PSMFC manages the project and is uniquely positioned to supply the needed data and analyses to conduct a delayed mortality workshop; (3) the FPC of the PSMFC has technical expertise and the coordination capabilities with the state. tribal and federal agencies to facilitate a detailed weight of evidence assessment in a workshop setting. This operation is also directly related to ongoing work (Criterion #2 - Continuation) being done by the grantees. The FPC of the PSMFC is actively involved in salmon restoration activities in the Snake and Columbia River basins , and this project is important component of that effort to inform future management options for hydrosystem operations. This project would be adversely affected by competition because it would not have similar access to data, analyses, and expertise operated by the FPC of the PSFMC and would disrupt continuity of salmon restoration programs.
