Eligible applicants are Indian Tribes and tribal organizations, as such terms are defined in section 4 of the Indian Health Care Improvement Act (25 U.S.C. 1603) and may be found at: http://www.gpo.gov/fdsys/. Indian Tribes must be acknowledged by the Bureau of Indian Affairs as federally recognized. For a list of federally recognized tribes, see the Bureau of Indian Affairs (BIA) webpage at: http://www.bia.gov/WhoWeAre/BIA/OIS/TribalGovernmentServices/TribalDirectory/index.htm. Tribal organizations must submit documentation that supports its classification as a recognized governing body of any federally recognized Indian tribe; any legally established organization of Indians that is controlled, sanctioned, or chartered by such governing body or that is democratically elected by the adult members of the Indian community to be served by such organization and that includes the maximum participation of Indians in all phases of its activities. A tribe that is federally recognized, but is not on the BIA webpage, or a tribal organization that does not meet the requirement listed above, must submit documentation that is signed and dated by an official of the governing body. Written Board Resolutions, meeting minutes from the governing body, and/or letters from the authorizing official reflecting approval are acceptable documentation depending on what is appropriate for the applicant’s governance structure. This documentation must be included with the applicant's submission to FYSB. Without FYSB’s receipt of signed and dated documentation, the application cannot be reviewed. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

Grant Description

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the availability of funding in the form of discretionary, competitive grants to Indian Tribes and tribal organizations to support the development and implementation of comprehensive, teen pregnancy prevention programs. The Personal Responsibility Education Program (PREP) emphasizes a medically accurate approach, replicating effective programs or elements of programs that have been proven -- on the basis of rigorous, scientific research -- to change behavior. Behavioral changes may include delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy. The inclusion of "adulthood preparation subjects" -- to help youth in their transition to young adulthood -- is also a key element of this program. Consultation with Indian Tribes and Tribal organizations, as required by the authorizing legislation, will inform the development of the Tribal PREP program.
