Non-profit organizations representing American Indians, Alaska Natives, Native Hawaiians, and other Native American Pacific Islanders, including American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands are eligible applicants under this announcement. Applicants must be able to identify existing Native language instruction programs or partnerships that are in place and will be developed or expanded during the project’s implementation. Although it is not required at the time of application, third-party agreements will be required from each of the identified partners describing or demonstrating their commitment to the 5-year project and to verify their role in its implementation prior to a grant award. A full listing of eligible entities under this announcement will be published in the funding opportunity announcement. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

Grant Description

The Administration for Children and Families, Administration for Native Americans announces the availability of Fiscal Year (FY) 2016 funds for the Native Language Community Coordination Demonstration Project (NLCC). The purpose of this demonstration funding opportunity is to build upon the successes of ANA’s short-term, project-based Native Language funding. This effort is intended as a place-based demonstration that will address gaps in community coordination across the Native language educational continuum. An essential aspect of this demonstration project is to support community capacity-building focused on the role and influence of Native language on Native students’ academic success, school attendance, and career readiness. Projects funded under this initiative will ensure high-quality Native language instruction from early childhood through college and/or career. Projects also will be required to provide appropriate and culturally-responsive curricula, Native language teacher professional development, and additional services and supports that are aligned, and implemented to create a seamless path for Native language acquisition across generations for educational and economic success. Awards made under this FOA will be cooperative agreements since ANA anticipates substantial programmatic involvement with the recipient during the five-year project period that will include specialized and directed technical assistance and support across the cohort of recipients.
